Below are some of the main requirements that must be met to get a cannabis retail store permit in Saskatchewan.
Eligibility
- Applicants must be at least 19 years old and of good character.
- In communities with populations of 2,500 or more, stores must operate as standalone businesses.
- A “standalone” cannabis retail store permit is for the sale of cannabis and related accessories. Retailers cannot provide other goods or services for sale.
- In communities under 2,500, stores may be standalone or integrated with another business. Integrated cannabis retail store permittees may also sell other goods and services.
Application Process
- Complete the application form.
- Include all required documentation as specified in the application form.
- Pay the non-refundable application fee of $2,200. An annual permit fee of $3,300 is required for retailers located in cities, and $1,650 for stores located elsewhere. Fees quoted are accurate as of this article’s publishing date. Check current fees in the application.
The Saskatchewan Liquor and Gaming Authority (SLGA) recommends allowing at least 180 days for the permitting process.
Facility
- A standalone retail store must be enclosed and separated from other businesses by floor-to-ceiling walls with no doorways or direct access to other businesses. No minors are allowed in standalone stores.
- An integrated store may be “minors prohibited” or “minors allowed”. With the “minors prohibited” permit, the cannabis retail area must have a minors-prohibited room. A “minors allowed” store also sells other products and services. Cannabis and accessories must be kept behind the counter and out of site of minors.
- The layout must be approved by SLGA prior to operation.
- Adequate security measures must be in place, including alarm systems, digital camera security system, perimeter security and a secure cannabis storage (safe, gun locker, or similar device) that meets SLGA standards.
Staffing
- Employees must be at least 19 years of age. Any employee providing cannabis sales and services must successfully complete the CannaSell SK Responsible Cannabis Sales training program.
- Employees must understand and comply with the Cannabis Act (Canada), Cannabis Regulations (Canada), Cannabis Control (Saskatchewan) Act, Cannabis Control (Saskatchewan) Regulations, policies and terms and conditions at all times.
Inventory Tracking and Reporting
- Implement an inventory tracking and reporting system approved by SLGA.
- Submit monthly reports within five business days of the end of the reporting period.
Operating Hours
- Retail cannabis stores may operate from 8:00 a.m. to 3:00 a.m. (including delivery) unless local government restricts operating hours.
- Stores must be open for a minimum of six hours per day, five days a week.
Compliance and Inspections
- SLGA will conduct inspections to ensure compliance with regulations.
- Non-compliance may result in penalties, including suspension or cancellation of the permit
