On August 21, the BC Liquor & Cannabis Regulation Branch issued Bulletin 24-10, which updates liquor license requirements for the following BC liquor licensees: Liquor Primary, Food Primary, Licensee Retail Store, Rural Licensee Retail Store, Wine Store, and Manufacturers with on-site endorsement.
These licensees must ensure that any employee or third-party delivery driver is 19 years of age or older and has a valid Serving It Right (SIR) certificate (not applicable to common carriers such Canada Post and Fed Ex).
Licensees should confirm that the delivery service requires SIR certification and that only its SIR certified drivers deliver liquor. Licensees should also confirm that the delivery service provider ensures its drivers are aware terms and conditions for delivery drivers, such as age verification and not delivering liquor to intoxicated persons. Licensees are not required to keep records of SIR certifications for third-party delivery drivers.
Prior the update, only Food Primary and Liquor Primary licensees selling liquor with a meal were required to confirm SIR certification.
