On June 29, 2023, the BC Liquor & Cannabis Regulation Branch issued bulletin 23-06, which allows outdoor sampling areas for BC liquor manufacturer licensees. Manufacturers may apply to permanently license an outdoor sampling area including their Temporary Expanded Service Areas (TESA) as long as the outdoor area isn’t an extension of a lounge or Special Event Area (SEA) endorsement.
To apply for an outdoor sampling area, BC liquor manufacturers must submit a structural change application. The cost at the time of this writing is $440. The application does not require local government notification. The BC liquor license policy amendment does not apply if manufacturers want an outdoor extension for an approved lounge or SEA endorsement. In these instances, a manufacturer must complete a new outdoor patio application.

As outlined by the BC Liquor Policy Manual section 4.9 “Sampling at the Manufacturer Facility”:
- An outdoor sampling area should be immediately adjacent to an associated indoor sampling area when possible
- Sampling areas may not overlap an on-site store, lounge or picnic area
- Outdoor sampling areas may not be larger than 300 square metres
- Amplified sound or entertainment are not permitted in outdoor sampling areas
- Patrons may not take samples out of the sampling area unless they are moving to an adjacent licensed area, such as a lounge or picnic area or while on a guided tour
- Sampling areas must be indicated on the floor plan submitted with a manufacturer’s license
